Three Donegal-based non-profit groups have their fingers crossed as they hope for success in the finals of the National Lottery Good Causes Awards.Representatives from Donegal G.A.P Heritage and History Group; Liquid Therapy and Involve youth project were put through their paces as part of the judging for the finals of the awards which take place in Dublin on Saturday 2nd November.The judging panel, chaired by broadcaster and businesswoman Norah Casey, last week spent two days in Athlone meeting the 36 finalists from all over Ireland. The National Lottery Good Causes Awards are aimed at honouring the inspiring work and achievements of thousands of projects, clubs and individuals from all over Ireland who with the help of National Lottery Good Causes funding have had an extraordinary impact on their local communities.Nearly 30 cent in every €1 spent on National Lottery games goes back to Good Causes all over the country.Liquid Therapy is a not for profit foundation that provides ocean, surf, and water therapy for young people with physical, emotional, behavioural or intellectual needs. Good Causes funding allowed it provide surf boards and body suits for a growing number of members. Liquid Therapy will be one of six finalists in the Sport category.Donegal GAP History and Heritage Group, which is a finalist in the heritage category, is a non-profit voluntary community group primarily based in the Glenties, Ardara and Portnoo (GAP) areas of South West, Donegal. The group aims to research, develop, protect and promote the built heritage of GAP and the surrounding areas Involve is a youth project with recognises the equality of the Traveller Community by providing programmes, initiatives and services that promote the participation and inclusion of the Traveller Community in Irish Society. 1 June 2011The International Marketing Council of South Africa (IMC) has called on ordinary South Africans to help SA compete globally by building the country’s image and brand, and do their bit to put an end to misconceptions about the country at home and abroad.The body, which is responsible for marketing South Africa domestically and abroad, has appealed to all citizens, including business and the government, to rally behind Brand South Africa through the demonstration of ubuntu, innovation, creativity, sustainability, diversity and possibility, the five pillars of Brand South Africa.This and other pertinent issues highlighting the need for patriotism were discussed with entrepreneurs, chief executives, the government, leaders of civil society and the like at a one-day stakeholder summit in Johannesburg on Tuesday. The meeting was the first of a series of provincial summits that have been planned for the rest of the year. Limpopo province is next on the list.Dina Pule, the deputy minister in the Presidency, said the branding of South Africa was no longer a choice, but a necessity which required the concerted effort of all stakeholders to achieve “any real measure of success”.Because of the rapid advancement of globalisation, South Africa needed to fight for its share of attention and respect from the international media, governments and citizens of other countries. Since the Energy Star team first released the Version 3 guidelines over two years ago, they made several revisions and have adjusted the implementation schedule. Currently, they’re up to Revision 5 of Version 3, and some items have been delayed, but Version 3 kicked in for good on Sunday. Really! If the house you’re hoping to qualify for Version 2.5 was permitted before 2012 and had its final inspection by the end of Saturday, 30 June 2012, you’re golden. If you’ve slopped over into July, it’s Version 3 for you!I’ve included the Energy Star Version 3 implementation schedule graphic here, and you can see that since we’re now in July, it’s all Version 3, no matter when the house was permitted or finished. What to watch out forSo, now that it’s really here, what are the big issues with qualifying new homes under Energy Star Version 3? There are a few, and they add up. We’ve qualified a lot of V2.5 homes and a few V3 homes through Energy Vanguard Energy Ratings, our HERS rating providership, and here are three obstacles that we’re seeing:Bath fans – Energy Star Version 3 requires bath fans to be able to exhaust 50 cubic feet per minute (cfm) of air. The HERS rater has to measure it, too, so when builders put in 50 cfm bath fans, they’re probably not going to pass. The typical bath fan moves only half its rated air flow, so a 50 cfm fan generally won’t cut it for Energy Star. One problem is the duct that makes an immediate 180° turn (as shown in the photo below), but there are other reasons bath fans underperform, too.HVAC contractors – Energy Star Version 3 expects a lot of HVAC contractors. On the whole, they had great difficulty with the minimal V2 program requirements (Manual J, properly sized cooling system, coils matched according to AHRI standards). Now they have to do full HVAC design and commissioning and get certified through the Quality Assurance program of the Air Conditioning Contractors of America (ACCA). The fees for that are over $1000 to get started and then about $820 per year (not including ACCA membership) to continue. Not many have done it yet. There are only 12 Georgia HVAC contractors listed on the ACCA website as of today. Even in Texas, which has probably had more homes qualify for Energy Star than any other state, only 63 HVAC contractors are listed.Cost – Energy Star has a document that shows their projections for the extra costs and savings (pdf) associated with qualifying a home for Version 3 versus having it meet the 2009 IECC. They say it will cost a home builder in the range of about $3500 to over $9000, depending on location, to qualify for Energy Star Version 3. The problem is that the builder doesn’t realize the savings; the homeowner does. Also, they’re comparing Version 3 costs to the costs to build to the 2009 IECC, which not everyone is doing yet.Of course, these aren’t the only things that builders are balking at and getting stuck on. The requirement that all homes must have mechanical ventilation systems and Grade I insulation installation (or continuous insulation) are a couple of others.So, now that the new guidelines are here, what happens next? Energy Star Version 3 is no longer an entry level energy efficiency program. Getting the Energy Star label on your home will be a lot more meaningful now that Version 3 is mandatory.What are you seeing out in the field? Builders, are you sticking with the program? The day after that he granted a lakh of rupees for a municipal committee building and half a lakh for a school.On February 11, in the chief minister’s Adampur constituency he laid eight foundation stones for canal brick-lining, minor irrigation works and a health centre. Next day he announced six health centres for Baddopal, Mohammadpur Rohi (his ancestral village), Jhalanian, Bordhana, Nahla and Dhansu.And the day after that, on the eve of the visit of Lok Dal leader Charan Singh and Jagjivan Ram, he visited 13 villages of Hissar district and promised grants ranging from Rs 5,000 to Rs 25,000 for the construction of chaupals, street paving and primary schools. He had no time to lay the foundation stones.More Projects: But less than a week later he was out with his trowel again, laying foundation stones for a Rs 1.5 crore grain market and a Rs 50,000 court complex at Jagadhri, a water supply scheme near Rohtak, a school and a bridge. Sirsa district has been virtually sprayed with foundation stones: a water scheme and tehsil complex at Dabwali, a civil hospital at Chautala, waterworks at Khera, a 20-bed hospital, a grain market and a girls, high school for Nathusari Chopta, another girls, high school for Charwala and piped drinking water for all the 41 arid-zone villages of Darba Assembly constituency and Harijan dharamshalas in two dozen villages.Where does the state exchequer get the money for all this? It doesn’t. Most of the projects are still just foundation stones – except in his own home town of Adampur which has acquired a 30-bed, well-equipped hospital, a degree college, an administrative complex, a housing colony, bus stand, a posh, marbled rest house and an electricity sub-station. It is a treat to see the Adampur new market where Bhajan Lal and his business partner, Pokhar Mai run a commission agent’s shop. Known as the mini-chief minister, Pokhar Mai occasionally stands in for his partner at foundation stone-laying ceremonies. He laid one recently for a kisan rest house.Near Adampur, Fatehabad boasts of a 60-bed hospital, a new tehsil complex and a bus stand. Critics point out that Fatehabad is populated mainly by Bishnois, the chief minister’s caste-fellows, but Bhajan Lal stoutly denies that the village has been favoured for that reason.With Assembly elections approaching the chief minister is working overtime at distributing verbal largesse. Whether he is visiting a dusty village or a bustling town, Bhajan Lal refuses nothing. He says “so be it” to whatever people ask of him and goes on to throw in a school or a health centre on the side.In fact his “jo mange manzoor” (anything you say) approach has earned him the nickname Manzoori Lal. But as a resident of Meham village near Rohtak noted, “What remains of the promises is the dust which his speeding caravan of cars leaves behind.”
